You simply don't have enough ring slots to run Skull Grasp, Zodiac Ring, Focus, Restraint and RROG, which are all very nice buffs to the Whirlwind Build. Both give very substantial gains to the Whirlwind build, but you would have to run RROG (another ring) in order to utilize both of them. The final piece to the problem is that of Hexing Pants and Chenneling Shoulders. Especially because everything was re-balanced around that buff. However, now that Skull Grasp has been made into a multiplier and also affects the Tornadoes granted by the Wastes 6 Piece Bonus, it is pretty much mandatory. This wasn't a huge deal in the past because Skull Grasp sucked, and so we could still use Focus + Restraint on our character, and then Obsidian Ring of the Zodiac in the Cube. With Wrath of the Wastes, the only way to do this is by focusing on Cooldown Reduction and using the Obsidian Ring of the Zodiac (and typically Boon of Bal-Kathos Passive which reduces the cooldown). It grants us with CC immunity as well as really good offensive stats and movement speed that's impossible to find in other skills across all classes. Now, every proper Whirlwind build needs 100% or close to 100% up time of Wrath of the Berserker. So, the problem is more about itemization. The problem is not being able to utilize the Legendarys and Legendary Effects that make Whirlwind strong, and are already in the game. Now, the problem isn't necessarily with the Set itself, the Tornadoes and buffed Rends are still fairly strong.
